What is ELCAS Funding?

The Enhanced Learning Credits Scheme (ELCAS) is a Ministry of Defence initiative that helps armed forces personnel and service leavers fund high-value training and qualifications as they transition to civilian careers.

If you're leaving — or have recently left — the armed forces, you may be entitled to a grant worth up to £2,000 per claim, covering up to 80% of qualifying course fees. MDR Training is an ELCAS-approved provider, which means you can use your credits directly with us.

The Transport Manager CPC is one of the most valuable qualifications you can gain on your way into road haulage or passenger transport. It's the legal requirement to act as a nominated Transport Manager on an operator licence — and with ELCAS, most of the cost is covered.

Check Your Eligibility

Confirm you have unused Enhanced Learning Credits available. Visit enhancedlearningcredits.com or speak to your unit's Education Officer.

Contact MDR Training

Call us on 01530 834 554 or use our contact form. Tell us you're applying via ELCAS and which course you're interested in — we'll confirm the details you need for your application.

Submit Your Application

Apply through the ELCAS portal at enhancedlearningcredits.com, quoting our approval number 5682. You'll pay your 20% contribution at this stage.

Secure Your Place

Once your funding is approved, we'll confirm your place on the course and send you everything you need ahead of your start date.

Am I eligible for ELCAS funding? +
ELCAS is available to serving armed forces personnel and those who have recently left. Eligibility depends on your length of service and remaining credits. Visit enhancedlearningcredits.com to check your entitlement, or speak to your unit's Education Officer.
How much does ELCAS cover? +
ELCAS covers up to 80% of the course fee. When booking either the classroom or online course through ELCAS, a flat fee of £1,500 applies. The grant covers £1,200 (80%), and you are responsible for the remaining £300 (20%). This is the same contribution regardless of which course you choose.
Do I apply for the funding before or after booking? +
You should apply for and receive your ELCAS funding approval before booking your place. Contact us first and we'll provide you with the course details you need for your application. Once approved, we'll confirm your course place.
What is MDR's ELCAS approval number? +
Our ELCAS approval number is 5682. You will need to quote this when completing your application on the ELCAS portal.
Which courses are eligible for ELCAS funding? +
Both our Classroom Transport Manager CPC and Online Transport Manager CPC are approved for ELCAS funding. These cover both Road Haulage and Passenger Transport streams. Self-study options (Distance Learning and Home Study) are not currently approved under the scheme.
What qualification will I receive? +
On passing both exams, you'll receive a Level 3 Certificate of Professional Competence in Road Haulage or Passenger Transport, issued by the Chartered Institute of Logistics and Transport (CILT). This is the nationally recognised qualification required to act as a nominated Transport Manager on a UK Operator Licence.
